Russell makes plans for new restaurant

RUSSELL, Ky. — Business developers want to build a large new restaurant in the Russell Plaza that would specialize in chicken wings and seat about 100.

Indiana-based Wings, Etc. Grill & Pub would be off U.S. 23 near the Best Western Hotel on a lot owned by Cartee Land Development Inc.

Phil Biggs, an engineer working with the property owner, asked the Russell City Council in a meeting last week to tentatively approve the business development, assuming the private entities close the deal.

The council gave initial approval to the request during the meeting with the condition all legal requirements are satisfied. The Greenup Joint Planning Commission already provided for the development plans earlier this month.

The project does not require water- or sewer-line extensions, and drainage from the restaurant would flow through an 18-inch culvert into a nearby basin, said Biggs.

The only portion of the property that would be turned over to the city for public use and maintenance after construction would be the sidewalk in front of the restaurant, he said.

Biggs likened the Wings, Etc. franchise to Buffalo Wild Wings, a widespread restaurant chain that touts itself for its chicken wings, drink selection and airing sporting events on wall-to-wall TV screens.
